Shale Gas/Act 13 Analysis and Resources
 
The General Assembly has approved HB 1950, providing for a shale gas impact fee and other matters relative to regulation of shale gas development, which was signed into law as Act 13 of 2012.

What Local Officials Need to Know About The New Shale Gas Impact Fee: Act 13
 
 
On March 22nd, “What Local Officials Need to Know about the New Shale Gas Impact Fee: Act 13” will be presented for local officials and other community members. Ross Pifer, Director of the Agricultural Law Resource & Reference Center with Dickinson Law School, Penn State University and Jerry Walls, AICP, Professional Planner and Retired Executive Director - Lycoming County Planning Commission will discuss possible impacts of Act 13 to municipalities and items to consider.

PA Local Government Training Partnership: Managing Floodplain Development through the National Flood Insurance Program

This 4-day course is designed to provide an organized training opportunity for local officials responsible for administering their local floodplain management ordinance. The course will focus on the NFIP and concepts of floodplain management, maps and studies, ordinance administration, and the relationship between floodplain management and flood insurance. Municipal Assistance Program funds available

The Pennsylvania Department of Community and Economic Development (DCED) will begin accepting applications for the new Municipal Assistance Program (MAP).  MAP consolidates former programs for Shared Municipal Services, Land Use Planning and Technical Assistance, and Flood Plain Management into one funding stream.

 

MAP funding helps local governments plan for and efficiently implement a variety of services, improvements, and soundly managed development, with priority for intergovernmental approaches.  Funding is available for three groups of activities:

  • Shared services, including consolidating or regionalizing municipal services
  • Community planning, including comprehensive plans and zoning and subdivision ordinances
  • Floodplain management, i.e. reimbursement of administrative/enforcement costs pursuant to the Flood Plain Management Act, Act 166. 

The fiscal year 2011-12 MAP appropriation is $676,000.  Grants are available for up to 50 percent of eligible costs.  Applications may be submitted by or on behalf of counties or municipalities using DCED’s Electronic Single Application.  To view the MAP guidelines or submit an application, please click here.

 

Shared service and planning applications will be competitively selected based on criteria in the program guidelines.

 

Important note for flood plain management applications

 

ALL requests for reimbursement of municipal flood plain management administration costs MUST be submitted to the MAP program via the DCED Electronic Single Application.  Paper-only applications will no longer be accepted.
